16 June, Pokhara. Gandaki Chief Minister Surendraraj Pandey has admitted that it is difficult for him to get a vote of confidence.
He said that since there are only 27 MPs from his party in the 60-member state assembly, he needs to get the support of 4 more MPs. He said that he will communicate with other parties in the provincial assembly for that
In the Gandaki Provincial Assembly, there are 22 members of CPN-UML, 8 members of the Maoist Center, 2 members of RPP and independent MP Deepak Manange.
‘We have a special request from our party friends in the state assembly. According to Article 168 (2) of the Constitution, there is no condition to form a government. Because of which it is made according to 3. If it does not get a vote of confidence, it will go to 5, if it does not get a vote of confidence, it will go to dissolution’, he said, ‘All political parties are aware of this situation. They do not want any party including the Nepali Congress to go for re-election.’
He proposed to work together for the development of the province.
In Article 168 (2) of the Constitution, there is a provision to become the Chief Minister with the consent of two or more political parties. In Gandaki, UML leader Khagraj Adhikari became the Chief Minister according to 168 (2). But when he took the vote of confidence, he could not get the support of the majority of the members of the state assembly, i.e. 31 people.
If 30 people did not support it, Speaker Krishna Dhital announced that he had received a vote of confidence, which was overturned by the Supreme Court, and he was relieved of the post of Chief Minister.
After Chief Minister Pandey, who was appointed as the Chief Minister on Wednesday, was sworn to secrecy, the journalists asked whether the next government will be formed according to Article 168 (5) of the Constitution. In response, Pandey said, ‘It won’t go to 5, it should be finished in 3.’
Article 168 (3) of the Constitution provides that the head of the state can appoint the leader of the parliamentary party of the largest party in the state assembly as the chief minister. If he fails to get the vote of confidence, then according to 168 (5), the member of the Provincial Assembly who presents the basis for getting the vote of confidence in the Provincial Assembly will become the Chief Minister.
Chief Minister Pandey said that if the government is formed according to clause 5, there is a risk of dissolution of the state assembly. “If it goes to 5, it is very risky, there is a danger of going to the elections”, he said.
